    Navigating the emigration clearance process is essential for deploying Indian workers holding ECR (Emigration Check Required) passports. Under the Emigration Act of 1983, the Ministry of External Affairs mandates PoE clearances to protect workers from illegal exploitation.     1. Passport Categories: ECR vs. ECNR

    Every Indian passport falls under one of two classifications. Sponsoring employers must audit passport statuses before booking flights to avoid airport offloading:

    ECR (Emigration Check Required)

    Assigned to citizens who have not passed the 10th-grade matriculation exam. Sponsoring ECR passport holders for manual, technical, or skilled trade jobs requires obtaining a physical PoE clearance card before travel.

    ECNR (Emigration Check Not Required)

    Assigned to individuals with a 10th-grade pass certificate or higher, tax-paying individuals, or those who have worked abroad for over 3 years. ECNR holders are exempt from PoE travel clearances.

    2. Notified ECR Countries

    PoE clearance is mandatory only when recruiting ECR passport holders for employment in the following 18 notified countries:

    3. Required Documentation for PoE Clearance

    To secure the PoE stamp, Taj HR's compliance desk submits the following candidate files on the eMigrate portal:

    Bilingual Specimen Agreement

    A bilingually drafted (English + local language) contract signed by the candidate and the employer, detailing basic salary, hours, food/housing, and medical terms.

    Embassy Attested Visa Copy

    A scanned copy of the employer-issued work visa, verified by the Indian embassy in the destination country if required.

    Medical Fitness Certificate

    Medical clearance issued by GCC-authorized (GAMCA) medical centers or recognized diagnostic clinics.

    Police Clearance Certificate (PCC)

    PCC issued by the local Passport Seva Kendra (PSK) confirming a clean criminal record.

    Recruiting Agent (RA) Security Deposit
